Does this mean you could start in Auridon for example, then hop to Bangkorai, then Malabal Tor, then Stormhaven for example or are you still restricted to picking one, completing it and then doing the other?

Yup, you could do that. Go where you want.
The scaling question would be critical here. It doesn't make as much sense to be skipping to different regions if the enemies are still way overleveled for your character.

Well, I just figured better scaling was coming in for this update, but maybe not. Even if it isn't some people at VR2 can run VR8 content, so maybe they are opening it up anyway.

It would still be nice if the Cadwell quests gave better item rewards and also if it did something more like unlocking the option to join the Alliance you quested through. If they add class morphs, Gold could unlock that as well along with the Alliance change option and a nice set of useful items.
For the items, maybe two pieces of a unique two piece set. Something with a choice in the dialogue like for the prismatic weapon, but for a head/shoulders set so you could pick something for a magicka build, a stam build, or a general tank build. Maybe have that for Silver and similar options for a unique 3 piece jewlery set for gold. Or, barring that, 2-3 pieces from Undaunted sets.
