For reals this time since you don't know...Spoiler"A lag switch is a piece of equipment installed on a home network that allows you to insert delays into the flow of local traffic to the Internet. Lag switches are normally used by unscrupulous players wanting to cheat at online video games. Lag switches are unrelated to normal network switches." (http://compnetworking.about.com/od/consumerelectronicsnetworks/f/lag_switches.htm)
In other words, it's a selfish bs thing to do and will get someone perma-banned if they are dumb enough to try it. People can easily search for instructions on how to do it (even that link above gives the basics), some directions even come with hi def videos. People have been accusing members of other factions of building and using such cheats for months now.
My original reply embedded one of those hi-def "how to" videos but that seemed like a forum moderation waiting to happen and maybe even a forum suspension
thank you for explanation. but if I understand it correctly, when someone would have this lag switch on his network, would it not just increase the lag for himself and so harm his game experience? how is the cheating with it done?
A lag switch as described would not work on this game. One of two things would happen
1. The player using it would time himself out/desync, he would lag himself out locally, and no one else.
2. The player using it would hit GCD as soon as he released the switch and get kicked to login for message flood limit.

and the spoiler in the first post in this thread - eso.exe, I see that runs the game directly, without the launcher. how does doing that relate to a lag switch?

Joke?
You better be pullin my leg Snu!
There used to be a guy in AD zone chat who was convinced that as soon as you killed Tom Hanks the lag went away.

If this whole thread is a joke, then nothing.
But if not, then I am thinking that lagging my own network will only lag my game, not the game of the players around me.
To lag also the players around me I would need to use something else, which would work similar to ddos attack, which overloads the megaserver, not just my own network.
