Why do people complain about lag?

Reduce group sizes to X players in Cyrodiil. (5-8ppl?)
When player are clustered together (in a zerg), give em the zerg debuff. When X number of players of the same faction are in the same area, players can not exceed 100% speed. Perhaps some other penalties as well.0
