UPDATE: Thanks to the guidance of below posters, I was able to learn that the skill points rewarded for doing the tutorial missions is from Alliance Rank. Thank you for pointing this out to me!

It looks like you get one point for joining (Alliance Rank 1) and another point for getting enough AP to reach the next rank (Alliance Rank 2).

So, this was something of a disappointing thing to discover... apparently, skipping training because you already know what you are doing shorts your character 1 skill point you would normally acquire by doing the siege engine tutorial quests. PERMANENTLY.
There is absolutely no indication of this in the dialog. We are, of course, asked, "Are you sure?" because there is "Lots to learn," but this does not give any indication that it will short you a skill point, just that you'll be missing out on information regarding siege engine usage.
I would like to request that the dialog text receive an addendum: "(You will not receive the skill point for completing the siege engine tutorial.)" -- does not require voiceover changes -- as well as the "red option lock-in text" to reinforce that this is a permanent change. It's a small change that can help prevent ignorance from doing this tiny amount of damage.
One skill point may not make or break a character in the long run, and I'm aware of that, but this really soured my mood. Early on, skill points can be in fairly short supply if you are trying to evenly raise a bunch of abilities at once, so they're a bit precious. I dislike a lack of information causing this kind of distress, however minor that distress may be.
Tried going over to the NPCs regardless, but it seems I'm locked out. Blargh.
