This is actually a tough question from both a player and business standpoint. If this were p2p instead of f2p, I'd definitely go with extra purchases going account wide. With f2p, income has to come from optional subs and crown store purchases.
As a player, of course I want a one time purchase to apply to all my characters.
As long as someone has done the upgrade the long slow way, game gold only, then the upgrades should be applied to new characters. Those who buy upgrades with Crowns should have to upgrade each character.

It's painful going from a 60 speed horse with rapid to a new character.

No. There's extremely little point in playing more than one character as it is, don't make it even more worthless.
