I was just drawing ideas from the forums, but new suggestions are welcome of course.that premium start pack is abit over the top. and i'd know played enough mmo's.
change it to 50 xp scrolls, 100 potions+food, a random under 1500crowns mount and 20 of each riding lesson and i can see it being worth 5000crowns.

It would make scouting too easy. If this feauture is introduced, pvp players will find ways to misuse it.
Questing in Cyrodiil areas is not very problematic these days, as many gankers moved to more profitable IC ganking. If you choose a "buff" campaign of your alliance and do quests in off-hours, you'll probably never see an enemy player.
The only thing that might cause some issues with achievements is cave grinding

I can't see why anybody would object to that (although somebody probably will ). If it was just worms (which I sometimes run out of and can't find in a guild store at a reasonable price) I might even be tempted.
Please share this on this thread about boosting ESO plus as well.I'd rather they find ways to make ESO+ more attractive. Crown store is a love it/hate it type thing. You're probably either going to purchase, or you're not. And if you love it, you've probably already covered yourself for next year's costs.
Like, if ESO+ subscribers could access one randomly-generated battle-leveled Daedric delve per day with enhanced XP and a quest you could share, then you're getting more into the spirit of subscription - paying to get something at a regular interval.
And it wouldn't have a map having been randomly created, so purists would love the exploration and sense of not knowing. And you're getting something "new" every day even if the elements inside are being creatively remixed and randomized by the RNGDJ.
Also, selling unique consumables can easily lead to getting cool items with a limited number of charges on them, which I don't like. Renting stuff kind of blows, especially if I want to use it regularly. At least with a pet, mount, or costume it's mine until the game goes offline.

addendum:
A "PvE" flag...which would also deactivate ANY PvP abilities, buffs, quests, etc to prevent it from being abused
