Head to IC sewers and be on the lookout for Trove scamps. They are rare and startle easily.

I picked up 3 in wrothgar the other day not sure where, I autoloot, but when I went to drop at the bank they were there, but yeah IC sewers is probably the best place

Uncommon drop from trove scamps (1 per scamp).
Uncommon drop from the center event in the sewers (1 per event)
Very rare drop from Wrothgar heavy sacks (3 per sack)

Not sure you can really farm them, TBH. Trove scamps are very elusive and hard to kill solo before they make their escape, and with all the scamps I've killed (almost 10), I've gotten only one Hakeijo.

There is just way too much luck and RNG involved in getting this rune. It'll be far easier/faster--and more predictable--to farm 4K tel-var stones, which you can use to buy 80 ancestor silk, which you can then sell for about 40K in gold to buy the Hakeijo.
