Gave up at vet stage 3 lol and decided to go back and do stage 1 & 2 again for now, but couldnt figure out how.
Going in and out the arena didn't work.
Switching party mode to normal than back to vet didn't work
Partying with a friend and then disbanding didn't work
Anyone?

It resets after roughly 15 minutes of not being inside the instance.
How you spend these 15 minutes is up to you - but note you will get kicked out of the instance if you're still in it while not even being in the game after this time passes, too.
Also Normal Mode is apparently different from Vet Mode. With Normal Mode you can leave and do whatever you want and it will retain the stage that you're on (though not the round within the stage). On Vet Mode it sounds like it boots you back to Stage 1 (Vale of the Surreal) if you leave for too long.
i beat it and tried to reset it by switching the difficulty and it still hasn't reset...

That’s simply not true. The quest is also available again after a reset. If you want to reset, abandon quest, port out, wait 15-30 minutes and it’s reset (which, please Zos, we should be able to do manually).

You need to exit the arena and abandon the quest. The quest saves the arena you're in, but the stage of the respective arena resets to the first (or to start if you abandoned to quest) only after about ~10 minutes out of Maelstrom.

ALL instanced content in this game--dungeons, trials, Maelstrom, heists, sacraments, etc.--will fully reset exactly 5 minutes after the last player has left the instance.
Port out, abandon quest, wait 5 minutes. Also, whoever said that the quest has a 1-week cooldown is absolutely incorrect.
