If a player has a single stripe (i.e. is a recruit), more often than not I will leave her be. If a low ranked player is aggressive or playing in a away that is just bad for PvP (last week a recruit rode up to an enemy keep on his horse), I will whisper advice if they die quickly.
If you are a sergeant and this isn't your first rodeo, we are in a PvP zone so let's PvP. If the fight gets drawn out because we can't kill each other, I will respect a player's desire to disengage to do something else.

I have never experienced that with a sheathed weapon and any zergs.
One of my very favorite stories in this game was when someone refused my truce.
I came across someone exploring Cyrodiil solo (I was also solo.) He was level 25-30 and I'd just hit VR4. I decided to be nice and leave him alone, since he was right next to a lore book and not far from a Skyshard. I just looked at him and started backing away, not in stealth.
He attacked me, probably figuring I intended to do the same. I did nothing but block, dodge roll, and heal for a solid 2-3 minutes. I was trying to make it obvious that I didn't want to fight by jumping around and bunny hopping on top of a nearby cart. He didn't get the hint.
Eventually I was down to about 40% health and running low on Magicka, so I had to act. I burst him down in all of about 10 seconds. Felt bad because the guy was deep in enemy territory, far from a spawn, but I gave him every chance.
once in the imperial city, i badly wanted to skip the horrid load screen, and die to a player to skip sewers and go straight to cyro wayshrine. i walked up to an EP player, and stood directly in his face. he waved and started dancing. i smacked him with a light attack, he blocked, /surrender, then danced again. i again smacked him 3 more times with a light attack, he ran and stealthed. then he came back and danced again. not sure if troll, or too passive for his own good
