Just as a basic design flaw, using any set with two weapons or a weapon and a shield is a significant bonus. If ZOS made sure that all the weapon skill lines were equally viable and roughly as good as eachother (not the same, but all decent choices with no clear winner) then it is in my opinion a handicap to use 2h items unless your set bonuses support it, which is to say not many.

I have always thought it very unfair to give the 1h weapons an extra enchant plus letting both pieces count toward a set bonus.

Someone in another thread said that 2h weapons are stronger so they don't need the extra enchant plus set bonus, but it isn't true that they are stronger. The restoration staff is very limited as a weapon. The destruction staff's main use is it's good AOE (Pulsar/Elemental Ring) and the Crushing Shock ranged skill. The 2h heavy weapons are good but not enough to make up for the extra enchant and set bonus use that 1h weapons have. And bow is highly situational at best.

@ZOS Seems to me that if a shield can be used for an extra enchant and set bonus piece, then the 2h heavy weapons should have a scabbard, the bow should have a quiver, and a staff should have something like an over-the-shoulder tie or sling.

No, it's one item, not two. Makes about as much sense as the balance between the weapon skill lines compared to 2H.

The fact that two-handed weapons -don't- count as two set pieces, and also don't have that offhand trait and enchantment has been figured into their balance.
If any of this was changed, they would have to rebalance -a lot-, which would mean a good deal of work they'd have to pay for, a good deal of playtesting to work out kinks, a good deal of bugs they'd have to pay for squishing, and no extra income through all that effort.
    Not fu... uhm... friggin likely!

I mean, come on... 2H is already pretty much the best DPS option around, as anyone who respawned through the excessive wrecking blow spamming can attest... now they want even more of an advantage with an extra set bonus just by picking up their weapon???

I find they already are stronger than current two handed weapons.

I bash with the shield and it does more damage than a heavy attack on my stave or bow.
I heavy attack with my dual wield and it also does more damage than my heavy attack on my stave or bow.

Bows are just about right, but staves I find to be a bit underpowered.

Either way, to the question at hand, yes 2 handed weapons should count as 2 pieces to a set.
Far too many characters to list any more.

I wasnt aware you worked at ZOS. To assume they balanced anything proper is a mistake. Have you not played this game? Even if they did intend to balance it proper does mean it works. With all the bugs in ESO they need to call Terminix, not a programmer.

IF they are already stronger than staves AND you get the benefit of an 12th set item...
why are there then people with staves ???

This. Only counting as 1 piece for set bonuses is (I think) supposed to be something that helps to balance the more powerful 2-handed weapons against dual wield and sword & shield, so I'd like to see them count as 2 items for set bonuses, but also a bit of a rebalance along with it to ensure that other skill lines stay viable.

IMO no, you already do more damage with it. You shouldn't need an extra slot bonus for it. That will just make wrecking blow that much stronger. It's already OP....

Definately. Add some kind of glove for staves and 2 handed weapons, that counts as a minor armor pieces with minor enchantment and it can be crafted by clothier.

Dual wield offers around 500 spell and weapon damage to everything and offers a 2nd set piece. I think this is too much of a benefit.

The set piece bonus count should work off of "slots used" rather than number of pieces.

Thought excercise: If there was theoretically an armor "onesie" that covered the entire body, say, everything except head and shoulders - shouldn't that count as a 5-piece? Or since the onesie is just "one item" - should it only count as one piece towards a set bonus?

For the one millionth time Staff were balanced for magic casters, DW and Bow were for stamina DPS and Twohanded and Sword and Shield were balanced for Tanks just "ok" damage with great CC somehow ZoS don't think about DPS builds running Tank weapons or Casters using Stamina DPS weapons.

All balance is made around the question of them the role is was meant to be fulled still work after a nerf for WB it's not it's a good damage CC for a tank the fact that DPS had three to four times the damage rating nerfing for DPS will make it pointless for tanks.

Yes it's dumb to balance this was cause people will always do what has more power point and don't care about the role the power or weapon was made for.

Well you're using it (technically not on the staves) with both hands.

weapons, skills, and sets are also balanced with respect to eachother. Nothing is in a vacuum and, besides, people are already getting 5k weapons damage. another hundred from an extra set bonus isn't worth having to rebalance combat.

    GW2 does this.

If not have it count as 2 set pieces at least let it have 2 enchantments (not 2 of the same type for balance reasons).
