Hey, that's literally exactly what I did! What a weird coincidence!Not all groups want to PvP. Last night I grouped up with people, and it was clear before we started that the mission was to complete the quests. Just find some folks with the same intentions. Ask around in guild and zone chat
If that doesn't work... Play at 3am. PvE is pretty easy about that time.. Didn't run into anyone.. Lol

Please don't misunderstand...I'm not blaming the other players for jumping me. It's the way IC is designed. Just when I would get a mob nearly dead, the other players would pounce. A couple would finish off the mob and the others would finish me off. Finally, I got angry and shut my computer off.
It isn't enough that ZOS gimped all players when 1.6 was released and effectively knocked everyone's progress back. It isn't enough that ZOS just did the same thing with this new release, effectively making us have to rebuild all our characters. No... Now they've put vr15-16 quests, crafting, mats and more in one limited, very frustrating zone. I've been continuously subbed to this game since March 2014, and tonight is the first time I've felt like giving it up.
I kind of accidentally did this yesterday. I was solo questing in IC (I had done half the district quests in a small group previously, so I was doing the rest), I saw someone fighting a group of mobs, and I rushed in to help. Well, I clearly wasn't paying close enough attention (likely because I'm really not used to PVP), because it was actually an enemy player, so my AoE abilities hit him too. As soon as I realized I stopped attacking and tried to do a /dance, but it was too late - he figured I was trying to gank him while he was hurt and distracted by his fight, and he slaughtered me. I haven't done all of the Imperial City PVE quests, but of the ones I have done, I don't recall ever having to talk to a quest NPC in a location where I wasn't safe from enemy players.I wonder if we will ever see a PvE / Solo imperial city just to enjoy the city and story. Reason I say this is the main quest may be good or bad but I am not going to stand in the open speaking to an NPC just to get ganked and if I am in a group I want to click through the chat as quickly as possible to get back into helping my group.
As such I don't have a clue what the story is or why I am being sent places. I will probably never progress it far.

You are correct. @Wolfenbelle I can sympathise. I'm a casual more PVE person...however crafting mats have lured me into IC.
I had a great experience grouping with a fellow guildie. From the start it was made clear that the intention was questing. One of us would pick up the quest from the board and share it with the other. ( Otherwise you get different districts to go to). I like to read the quests the first time through, guildie does not but waited while I did.
If we came across a chest we took turns to open them while the other kept a look out. I can reccomend getting the thieving passive to force locks if you've not got that already.This greatly reduces time spent vulnerable at a chest.
I also placed mines down whenever we were opening chests/ at a quest objective. This helped atleast stop people from getting within melee range unless they wanted to blow up for a bit . Although it's probably a big purple sign saying "people are here"...
We snuck around the whole time. Guildie had a Khajit and I've got dark stalker passive so we were fairly speedy. I can also reccomend the reduced sneaking cost passive from the thieving line too.
I surprised myself by managing to successfully evade mobs that had detected me..I ran/bolted around buildings and sneaked again..and it worked!
Of course we did die plenty, but we also managed to kill some players that tried to kill us. I got my first revenge kill. We did come across a player who ran away from us..figured they were just trying to do the quest so we left them alone. Once we spawned on a balcony ( arboretum I think)...turns out there was a group of enemy players spawn camping on the ledge next to us sniping anyone that jumped off the balcony.
We had to abandon the arena quest since there were loads of enemy players there. So we picked up another one and we're able to complete it. We also got killed at a quest objective but when we went back after it was empty...so a flexible mind frame helps too.
So I would have to agree with @MissBizz about finding folks with same intentions..With 2 people we weren't walking gods but it did make it possible to do some quests. Also I disregarded any TV stones other than the quest rewards. This helped me enjoy it way more. And finally if you have no TV stones on you and get killed- you've just wasted the enemies time..you can bet they will be dissapointed.
PS hope this helps..if you've already tried all this please disregard my advice ( since its from a PVP noob)I'd offer to group with you but I have no AD characters.
EDIT I also equipped a resto staff to off heal myself and guildie. And I slotted invisibility potions. We were completely different classes but as a pair we managed to accomplish something.
This is pretty much what I have said the last couple of days. Once you take the TelVar stones out of the equation, especially when it comes to doing the daily quests, you actually begin to enjoy the content rather than worrying about being killed and you end up laughing at the enemy for wasting their time killing you for nothing.
