Is it "that bad"? Idk but the guards are v14 and keeps are solo-able.I didn't expect things to get better, but is it really that bad? I remember when in the non-vet campaign one npc could destroy unprepared groups.

Edit: Each patch they do fundamental game changes instead of minor tweaks. It cause more problems for them. They just keep shooting themselves in the foot.
