The problem with blocking seems to me to be block casting, not blocking per se. So why not just fix block casting rather than nerfing all blocking?
You could make all spells/skills briefly drop the shield of any blocker until the spell is cast. People would still have to wait for the opening in the block to hit the blocker without mitigation. It might actually involve a degree of skill.
Simply nerfing all blocking is incredibly heavy handed and affects PvE players who had no problem at all with blocking.
