Imperial city DLC has pve not just pvp!

It has nothing to do with anything other than provide an illusion of character progression for those people with low enough IQ's to still believe that an increasing number next to their portrait means their character has progressed, and sell xp pots.

    I beleive the public dungeon is faction exclusive. U have to get through it to make it to the pvp part. Alsi, u still have slaughter fish so no swimming

    In your opinion. That could very well be the reason or it can be any number of things. Or a combination of both.

    While I 100% agree that you should not have to PVE to be competitive in PVP, and that's why I really like systems like GW2's sPVP system where you can just roll a character and go straight to sPVP arenas on a level playing field with everyone else (making skill be the determining factor in how well you do against other players rather than time invested) (GW1's system was similar but you did need to unlock skills and weapon/armor upgrades.. but you could do it either through PVE OR PVP, so you never HAD to PVE to PVP, it'd just be kind of a grind in PVP where you'd start out with crappy skills unlocked and have to play through matches until you could unlock better skills)...

    Requiring PVP in order to do end game PVE is not a solution. It's just making another problem rather than solving the initial problem.

    Development Overlord: Wait, what, we are giving them free stuff with the paid DLC?

    Programming Minion: Well your almighty, it was already on the disc ... no wait that's Destiny. Ah here we go, yes with the success of the console release we have been able to pay the other developers to work harder.

    Development Overlord: So we are doing something right then?

    Programming Minion: *with extreme nervousness* Um ... well ... you could say that.

    Development Overlord: *Slams fist on Table* GET ON WITH IT!

    Programming Minion: We are sir, king, we are doing something right that the fans will like.

    Development Overlord: Right, well then ... um I must admit I am not sure how to act in this situation, good stuff I guess.

    You don't have an argonian do you? slaughter fish are not a problem you reach the other side with half of the hp left. (i've already explored the IC docks)

    And the public dungeon is shared between the tree factions with tree separate entrance and one exit into the IC

    I agree with this. It's also essentially the reason Eric Wrobel gave on ESO Live for why they are increasing the VR.

    There has been no mention of the Waterfront District, so I'm assuming that (at least for now) it is not included. No mention of the Arcane University either. I also think swimming to IC still won't work, as even if you are able to get to the island, there will be no way into the IC zone/instance itself.

    Yeah... I forgot that is an istance

    But as an example they have mentioned the prison"district" so it will not be impossible that they have added the other two zones "outside" the city.

    It will be awesome to have duels on the ships in the docks district.
