If i've understood right the "public dungeon " will be PVP Flagged while there are already the 2 versions of the 4 man dungeon (Normal-Veteran) and a solo PVE arena, but the arena will be inside a PVP zone ( one of the 6 IC districts).
I still don't have understood a thing: the docks will be avaible to explore? And someone with an argonian carachter using a speed buff is tecnically able to reach evry side of the IC swimming, it will be possible to enter the city without the 6 home keeps? (the only good aspect of the + swimming speed of the argonians)

The real reason the cap was raised is as a distraction. To keep players grinding and more importantly buy xp pots from the crown store. It has nothing to do with anything other than provide an illusion of character progression for those people with low enough IQ's to still believe that an increasing number next to their portrait means their character has progressed, and sell xp pots.

While I 100% agree that you should not have to PVE to be competitive in PVP, and that's why I really like systems like GW2's sPVP system where you can just roll a character and go straight to sPVP arenas on a level playing field with everyone else (making skill be the determining factor in how well you do against other players rather than time invested) (GW1's system was similar but you did need to unlock skills and weapon/armor upgrades.. but you could do it either through PVE OR PVP, so you never HAD to PVE to PVP, it'd just be kind of a grind in PVP where you'd start out with crappy skills unlocked and have to play through matches until you could unlock better skills)...
Requiring PVP in order to do end game PVE is not a solution. It's just making another problem rather than solving the initial problem.

I beleive the public dungeon is faction exclusive. U have to get through it to make it to the pvp part. Alsi, u still have slaughter fish so no swimming

There has been no mention of the Waterfront District, so I'm assuming that (at least for now) it is not included. No mention of the Arcane University either.
