These dungeons will not be openly available to all players that want to enjoy them. Your faction first will have to unlock the feature through PvP campaign. So for PvE players this is not a great feature as they might feel they are being forced to PvP.
So it still sounds like forced PVP mixed in with PVE. So if you want that new gear you have to PVP to get it correct?
I used to PVP a lot in games around 10 years ago, but these days I'm a bit over it. I don't like that pretty much every MMO tacks on PVP now. I feel like it takes away too many resources from the PVE aspect of the game, which honestly, is the biggest part of most of these games. Balance seems to be pretty difficult in MMOs that have a PVP aspect. There is a lot of complaining about classes being OP. It just seems like balance wouldn't be as difficult in a strictly PVE game. It's a constant wave of nerfs and buffs to classes.
So I'm obviously a bit disappointed that the first DLC is pretty much all PVP. I know there is some PVE, but it isn't much. You get a couple of dungeons. The city itself sounds really cool, but I don't care for the idea of having to run in big groups constantly in the event that you turn a corner and get ganked and lose any gear currency you may have.
I guess I'll continue to hold out hope for some PVE content like leveling zones and quests. The vet thing kinda ruins it for me because you're basically forced to level through all three factions which means that any alt you play will be running through the exact same content you have already seen. I would much prefer being able to play the other two factions with alts and experience the content for the first time. I'm hoping we'll get some leveling zones like Elsweyr or something, and that it won't take another year to get it. One of my favorite things about WoW was that I could level up two or three alts and get a different experience on each one. It wasn't too repetitive.

We dont real know yet. But as i stated above, its seems more likely than not that you will be able to access those dungeons w/o having to pvp. Therefore, all the new gear and waht not will be available for pve players via those dungeons.

I am going by their previous statements way back in the day when they first told us Imperial City was coming. Maybe they will change this feature, but originally it was designed this way..... you know when it was suppose to come out shortly after launch.

Most of us also thought that ZOS would be giving us Imperial City as a content update instead of a DLC considering it was suppose to be in the game shortly after launch.

If i recall correctly it was simply an idea they had though not concrete. also, that was back when we all subbed so evrything came free (so to speak). no specifically asking players for content that you can be locked out of is crazy.

I am forced to pve for gear and skill points and skill lines etc.
Really hope the gear set drops won't all be from forced group PvE.............again.

Does this mean that once we discover those dungeons, we can teleport to them at anytime? No need to control home keeps or reach the sewers entrance or PvP through the sewers/city each time we attempt the new PvE dungeons? No worry about queuing or population locks? That would be great news! My major concern with this DLC was that we would get a group of 4 together to try the new PvE group content, but lose Dragonclaw just as we were about to start. Then we would retake Dragonclaw, fight our way to the sewers entrance, fight through the sewers/city to the dungeon, and ... the tank and healer have to go to work/dinner/bed.
Once you've discovered them, you can go to the dungeons any time (though keep in mind you do need to have the DLC in order to do so).
Last time we received a new Veteran Dungeon it was only once at the time, Veteran City of Ash; people would regularly frequent it not just for the Undaunted drops, but the Titles and Dyes tied to the achievements.
These two new Veteran Dungeons should be cool, hopefully the head-pieces look, with the great words of Kormac the Templar; "Glorious!"
