Well there are certainly plenty of women gamers on PC, I can't imagine it would be much different on either of the consoles?
You probably want to start a recruitment thread in the appropriate section of the forums though, there is one for making and finding guilds

I still haven't heard another woman use area chat or guild chat on my Xbox account yet, I hear plenty of women's voices on Teamspeak in various guilds I visit for the PC version of this game, including PvPers in Cyrodiil.
So from my limited sample, it seems as if the gender composition varies quite a bit between the PC and console communities of ESO.

The girls don't go into voice chat because guys are idiots and as the op stated... grown men turn into 10 year old boys as soon as they hear a female voice **o.o girls.... MOM I FOUND A GIRL MOM!.... MOOOOOOOOOOM! Are my hot pockets done?*
I've heard girls in the voice chat, but it's rare, and every time there's at least one person who apparently can't control their testosterone. I play the game but I don't use the voice chat. Doesn't mean I don't exist.

I think I was typing out my response when you posted this, but yeah pretty much what I thought a few posts down from this!
I see it as one of the issues of having voice only chat. On PC I can choose to use a TS server in certain of my guilds, but they are people I play with regularly and it's no surprise to them that I am female (and plenty of other women in the guilds I play with too).
Unfortunately there are some juvenile idiots around who can behave badly (and it is a small minority - unfortunately it only takes 1 idiot to make you feel like ***), but at least I am not forced into voice chat with them so that I can hear their idiocy. I hope Zenimax takes another look at communication on the console versions.

I definitely agree that ZOS should take a second look at communication on the console version. I love text for many reasons as well.
But I want to reiterate that it's very rare for anyone to make a big deal of my gender when I jump into someone's Teamspeak for the PC version of this game. When my regular guilds aren't running in Cyrodiil, I will hop into some random guild's Teamspeak server without knowing any of the people before and usually I am not the only woman on it.
So for women on the PC, it IS safe to be heard and meet strangers. I don't feel the same way when I play on the Xbox.
