EDIT: Whoops, just noticed this is the Xbox One Tech-Support, I'm using PC. Found this thread by means of forum-search, as I wanted to see if anybody else is having issues. So whatever's going on, it seems to be effecting PC players as well.

Thank you for contacting The Elder Scrolls Online Tamriel Unlimited Team. I am very sorry that you are experiencing these issues with the game.
This issue is usually caused by the Xbox onboard cache becoming filled with information that it no longer needs. You should clear the Xbox cache files out from the system. The full instructions are located here: http://support.xbox.com/en-US/xbox-360/settings-and-initial-setup/clear-system-cache.
The quick instructions are as follows:
1) Press the Guide button on your controller
2) Go to Settings
3) Select System Settings
4) Select Storage or Memory
5) Highlight the storage device and press 'Y' on the controller (you can select any storage device)
6) Select Clear System Cache
7) When prompted to confirm storage device maintenance, select Yes
