slight disappointment or just me?

but really i was expecting the game to be a bit more similar to skyrim... maybe its because it wasnt bethesda but i feel kind of off playing. again it could just be that i am not leveled up enough to really enjoy to its full extent but in skyrim you nearly had fun instantly. with eso it feels so foreign

I'll try to answer the problems you have above from top to bottom
1. Yes you cant loot everything sad to say
2. If you join a good trading guild you can ask others to craft armor for you or buy it in the guild store
3. Guards are crazy strong best to avoid them altogether
4. Same as #3
5. Wayshrine are the only way to travel for free that I know of not sure it traveling to a guild mate costs anything
6. you can access your horse just not in buildings or when you're to close to the inner inside a keep (ask if that's not what you ment)
7. you'll adjust to the setting it will take a little though
8. find a buddy and grind wayrest sewers it will take a few hours to go from 10 to vet1 (ask for tips if you want)
9. Buddies and guildies can upgrade your weapons and armor for you but you may have to pay some gold
9.5. Look online for skyshard locations and have the skills you want to lvl on a bar that you swap too when you finish a quests
10. Free roam you need to lvl to do each zone will get harder. ESO doesn't work like Skyrim sad to say where the enemies lvl matches your own
11. Are your toons not showing that they have armor on or are you talking about when you first make a new toon? if its not showing your toon's armor then its either bugged or your toon need to get some armor equipped. When you make a new toon and you see the finished armor look that armor is when you hit lvl 36 and youre armor/weapons are in the final look and it wont change anymore unless you color it.
