Guild Bank Raid

One of the guilds I was in was raided, 4 hours ago as of this post, I'm not gonna mention names, guild name or players involved. Why am I coming here then you may wonder, you see the member who raided the bank was an OLD member since the guild was around, our new guild banker had NO idea this was going to occur the player gave no signs they were upset with anyone. We sent multiple reports and did everything we felt we could to try and have our bank items returned to us. This is the response we got.

To protect individual privacy, we do not disclose the outcome of our investigation.

Guild Banks are a wonderful way to share items with other guild members, but they also require vigilance.
In order to deposit and withdraw items from the guild bank, accounts must be given permission via the Ranks tab in the Guild window.
As it is up to the guild to determine who has access to the guild bank, it is up to the guild to police any deposits or withdrawals from its bank. The History tab of the guild window can be used to review who has added and removed items from the bank.
We are not able to restore items taken by members of the guild that were taken due to rank and/or permissions.

To say that we are... upset about this response is to put it mildly, we lost nearly 2 million gold worth of stuff, stuff that was supposed to shared with the entire guild we had rules and guidelines in place, that had been working great, until someone who suddenly got a bug up their butt stole from our little family. ZOS Please do more then this reply, you can do more, you have the power to do so. I do NOT expect a response from you, but I can't stop myself from saying something because this issue is NOT SOLVED and it angers me that you have already marked the issue as such.

    This happened to us very early on, I changed the ranking system and asked ZOS if they could return our items........

    Pretty much got the same reply........

    Unfortunately it appears there is no way to protect your Guild Bank from a long term member suddenly throwing a hissy fit.....

    And actually watching your GB is a full time occupation......

    The solution I came up with in the short term was restricting withdrawals to myself and my one deputy.........

    Anyone wanting stuff from the bank then went through us and we mailed it to them.

    Time consuming but effective, luckily as time has gone on the members with withdrawal status(not many) have become friends so the issue has receded, they tend to check before withdrawing anything.....

    But yes what happened to you stinks!!

    The problem here is that if ZOS started to "refund" items in such situations, (some) people would undoubtedly start "faking" these incidents and end up with duplicated items for free.

    I sympathize, with you, though. Never nice to be betrayed.

    Sorry to hear about your loss :(

    My guilds bank is not that rich, and I rank guildies up by either personally spending time with them or trusting my officers in their opinion of the guildie. It is mostly used to store stolen clothes and recipes between the veterans, and share leftover crafting materials with the low level members. It would still hurt me personally if anyone from my guild ever did that. The items are pretty much easily gained back though, the overall worth of the stuff would lay around 90k or something in total.

    We'd love to have the Guild Leader restructure the guild however he's approaching the 2 month mark of being MIA, so that's our other problem. We've sent in requests for him to be deposed as founder so we can try to salvage the guild, to which similar responses are given.

    You are going about this all wrong, I am used to seeing this in EVE: Online, the only thing you can do is make it publicly known so he is blacklisted as a thief and will be unable to get into any of the larger guilds.
