**edit after reading more of the replies made by OP **
Being able to explore more options of the game with your high level character does sound like something already established players should be able to do. Perhaps some sort of option to open up classes to your character after they've maxed out v14 in one class? I don't vote for an entirely 'free] maxed rank option, but some sort of concession could be amicable.
I was pleasantly surprised when they added in the option to skip the cold-harbor tutorial for additional characters on your account, but allowed you the option to do it if you wished. The same with noob island in the Ebonheart Pact. Mind you, I usually go back and do those quests anyway, but for players who've experienced it and don't want to, it's a decent compromise.

^ entirely my vote. Also, this is my opinion, and I don't think everyone should have the same as me. So don't get your pantaloons in a waddle if you disagree with me.
What happens when you pay 60 bucks for a /non/ mmo game? you get one character, generally - repeat, generally one storyline to follow, and rarely level cap extending DLC. Playing up to the end of the game is supposed to be the fun part.
I guess I've never been a 'serious' mmo player in that I will not grind for exp. I've got 6 characters on ESO, my account has been active since beta phase 3 and I've been enjoying every minute of my gameplay since day one. Also, my highest level character is level 37. I've played the game for 12 months and have been able to hold off on grinding my way through the game. I actually don't want to level quickly. What's the point? The fun is in getting there, not being there. Once you get max skills/rank/gear, there's not much more to do.
I read a lot of complaints about that being the trouble with MMO games but I believe that the whole point behind an MMO is to be able to play with other people. That's the sole underlying point of a massively multiplayer online game, right? The levels, skill points, gear rarity, those are just tropes that we've come to expect in the genre, but they really should be the defining factors.
*shrug* I dunno, everyone's got what they're looking for in the perfect game. I, personally, hope ZMS never sets ESO to buy-to-win. There are plenty of those games out there and there's a reason I'm not playing any of those.
hahaha
..And there it is! The stock, clichéd troll of any MMO forum... including WoW's I bet.

If the OP feel the need to get max lvl for free then he/she should mostlike not play mmorpg or even single player rpg for the whole point of rpg is it should take time to get to max lvl
There really need to be formal lessons on Forum Etiquette... lol
And I don't mean the Code of Conduct, either.
Surely, it isn't too much to ask that the people responding make a genuine attempt to comprehend the original post... or that they, at bare minimum, attempt to get a feel for the flow of the thread?
Silly me! This is the Interwebs.

I bet you said that about B2P too...
