Am a representative of the french roleplay community TESORP and I notice a LITTLE problem with the Justice System.
Proud member of the Ebonheart Pact, I travelled to Glenumbria and kill some Daggerfall Alliance soldiers in a military camp. Daggerfall guards attacked me, and, tired, I returned to Mournhold. And then, what a surprise, ordinators attacked me ! Why ordinators attack me when I'm just a HERO who BUTCHERED the ENNEMY ? Neither the banker do not want to speak to me? WHY?!

Isn't the whole reason you can go into the other zones due to some magical mumbo-jumbo that Cadwell pulled out of his butt? So, you aren't actually an EP soldier over there, you are the hero, magically traveling in some sort of special way to be there and help the people and not be attacked on site. Even if you aren't the "hero" in your role-play, you still sat through the speech with Cadwell, you know the "rules."
Let's face it, if you can take the approach you did in your opening post, then you should be attacked on site throughout all enemy zones, criminal or not, and never be able to do business or bank, etc.
