How would they have known? If you know anything about programming. Its not til the system has had stress placed on it that they can have any clue how things are going to react. In some cases its blind hope that things work out because theyre systems and concepts that have never been done before in a genre.
As a previous poster had stated. The Justice System in an MMO could have been the killing blow had it gone wrong. Now that the Servers are fairly stable and major bugs that chased people away from this game has been squashed. Its a better environment to release a major change to the game. The Justice System was great in Single Player ES games because there was only one player putting stress on it. Even if it had bugs it was able to perform as it was intended 99% of the time. With thousands upon thousands of players putting stress on that same system in an MMO. All sorts of whacky things could possibly happen. It would of been an even bigger disaster for Zenimax. Tons of people that would of subbed for that aspect of the game alone would of walked away. Even more could of walked away because of the possible implications those bugs had on others.
Every MMO has a teething period where it grows into the MMO its going to be for the majority of its lifecycle. Most of these teething periods are within the first year or two. Some MMOs have fairly stable launches, most dont. Even companies with years of MMO experience still trip up over launches and release content that is considered subpar. Granted there are companies that try to get over on fans of an IP by releasing an obviously underdeveloped game meant to prey or those fans. But Zenimax wasnt one of them. They may not be the greatest MMO developer out there but they are serious about providing the playerbase and the IP Fans a world that is true to the Elder Scrolls franchise. They dont always deliver and sometimes they have to go back in and fix something a couple of times to get it right. But a year in and instead of pretending theres nothing wrong with the abilities and ultimates. Theyve committed the core of an update to correcting this.
I left this game after two months of playing the game not because it wasnt fun. But for two major reasons. Bots and Gold Spammers. I wasnt happy about the VR Cadwell Silver and Gold but I could live with it. The Bots and Gold Spammers drove me nuts though. Especially when the Gold Spammers tried to 'trick' people into joining their guilds while players were out farming and grinding. Bots ran free in Coldharbor. So free that it was difficult to farm for resources or get a hit in on a boss you needed to kill. It drove me away from this game. But I never looked at the game and thought 'It needs another year'.

By the way guys, I'm not sure if Senior Programmer - Ian Campbell was joking or not (he seemed pretty serious to me), either way he said to Gina and Jessica that they're about to be hit by another 40 pages of patch notes? That would put the total over 100 pages of patch notes.
Note: Warlords of Draenor expansion patch notes were at about ~110 pages ,with 35.000 words (The last time we heard about Update 6, it was already over 22.000 words). This is some crazy fast development if all of this is true.

No, it´s not!

With how long ago they completed the development of the original 1.6, I'd say the last round of code commits is about 40 pages of patch notes in size.
