Yeah, they're not going to be doing all of this work, changing the game systems and NPC behaviour, overhauls and everything like that for it to be optional.

They are. They clearly said with no possible misunderstanding that you can opt out. How many times must we say this?

    Think of it this way:
    Current Status
All containers lootable; nothing is owned, nothing is stealing

    Justice System Enabled
All containers lootable; looting an owned container is stealing, looting an unowned container is not stealing

    Justice System Disabled
Stealing is not possible; looting an owned container is not possible, looting an unowned container is fine

    No, it should be:

    Current Status
All containers lootable; nothing is owned, nothing is stealing

    Justice System Enabled
All containers lootable; looting an owned container is stealing, looting an unowned container is not stealing

    Justice System Disabled
All containers lootable; nothing is owned, nothing is stealing

Because, if you read my signature, all I do is PvP and stock up potions and food in order to PvP. The "stocking" process is not very long right now, which means I can get pretty quickly to PvP. Making me take longer to restock due to some stupid new system I can't opt out of = making me do !@#$%^ work in order to get to the fun.
Don t see the problem since as soon as the pvp part of the system will be release (soon^^) you ll be able to loot EVERY barrel WHILE doing PvP!!So this will be even better for you!?

I would agree, that we will not loot any containers because all food and drinks are soooooo CHEAP!! You canot sell it to players and make gold with it at this time. You can collect it to easy in my opinion. The Criminals shell have the advantage to collect more thinks which they can craft with. The disadvantage is, that they will be followed. Also we have the dungeons in which you can loot containers and so on without be followed.

The only thing that annoys me is they were supposed to release the Provisioning update with 1.5, I remember them talking about that in Episode 1 or 2 of ESO Live. Hoping we could get used to the new provisioning system before we had to adjust how we collect the mats. Now we have to do both at the same time, which will probably be frustrating at the beginning, but it certainly cannot be as frustrating trying to level Enchanting.

They probly are not going to add more barrels and crates in the game to accommodate the justice system and are going to utilize the existing containers. So us provisioners are going to have to be careful. I just know Im gonna get nailed stealing by accident with this system. Not looking forward to it.
Assuming the system work like in other TES games like skyrim or oblivion public containers outdoor are free. Indoor containers is owned by the house owner, he allows you to loot if an friend, so guilds are free, probably also some public buildings. dungeons and other hostile locations are free Private homes and inns are not.

Sneaking let you steal. Raw materials work just as well is stolen, a bit unsure how stolen goods in bank or guild banks works.

As I see it ingredients will not take the largest hit, it will become far harder to get stylebooks, however this can be fixed by increasing drop rates.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

Sorry. Can never figure out this Quote thing and really didn't need to quote the entire whine.

As stated above this Justice system can't be set to be either/or. As has been stated several times already, opting out will just make "Owned" containers as empty & unlootable.

I played Oblivion & Skyrim and every time you looted something inside a house the item was red and if you got busted, you went to jail and paid a fine and all the "Stolen" items were removed from your inv. I'd be happy with a system like this. If you have to spend a few extra minutes collecting mats b4 you can go do your PvP well all I have to say is that's T.D.B.! Deal with it, or buy your food and pots from elsewhere and give up on making it.

I personally lost my interest in PvP back playing Ultima Online. I don't like the idea that my looting can put me into a PvP situation, so I will just opt out and make my way under the new (ancient) rules. I'm pretty sure that since Zenimax realizes that not everyone here is interested only in PvP, and so those motifs and recipes will become more available, elsewhere.

And besides, PvP on a computer is boring when you've played paintball for almost 28 years. THAT is good PvP!

If you dont want to put you into a pvp situation... dont loot the mats! I think that is very easy .. :)

But the problem with that is that it means the whole Justice System including a good proportion of the containers becomes accessible only to PvPers.

The system will work for non-PvPers if, as some have suggested will be the case, PvP enablement only kicks in if a NPC guard has caught you and you decline to pay the penalty. I have yet to see that confirmed by ZOS. I definitely want to participate in a Skyrim-type Justice System with consequences for my actions, but I have no interest in PvP.

it kinda sounds like the OP is concerned about AFK Gaming,, aka BOTTING. that dumbly loots everything. which isn't allowed anyway...

if you are physically playing the game, its a non-issue as stated several times above.

Funny. Wouldn't it be nice to be able to steal anything and everything with no repercussions AND make money on the things you make from the things you steal. What an awesome world that would be...

If you steal you have your collection rate hampered by guards and PvP. If you don't steal you have your collection rate hampered by less things to loot. They sound pretty comparable to me.
Something being unbalanced in 1v1 does not imply that it is balanced in group play.

You mean like it is in the game at present ;) ? Who doesn't wander round a quest NPC's house and loot stuff for crafting or sale?

I don't recall seeing anyone complaining about having repercussions from stealing under the Justice System, my concern is simply about PvE actions having PvP consequences.
