Because ever since this restriction was put into place, the amount of spamming on all channels (chat, mail, guild invites etc.) went down to zero.
Whilst I could never bring myself to utilizing Riften's Face Sculptor in Skyrim (Just seemed a little dodgy down in the sewers;).... I might just pay them a visit when it is introduced into ESO so that I can get rid of this red and blue face paint I plastered onto my main toons head. Besides, this toon of mine is 6 months old now and hasn't had a bath in at least 6 months, so he could do with a good clean up...

Some people really enjoy MMO's and creating their ideal character can take a lot of planning and sometimes, several attempts.
From the physical appearance, to the name and how the toon actually looks and displays in-game compared to in the Character Creation phase play a huge part in being happy or unhappy with your toon.
In some MMO's I have often created a Toon, only to log it in and find it looks terrible in-game, so I have learnt not to waste any time on a toon that I know I won't enjoy and delete it before putting in too many levels.
So I can sympathise with the genuine folk that find they are being restricted with character deletion restrictions.
Maybe we need a character Face Sculptor to open shop in Riften...

So what you're saying is, is that in the past 48 hours you have created 6 alts, deleted 5 of them (which used up the 3 deletes + the 2 restored over 48 hours) and are upset you can't continue to spam create/delete alts?
Seems like we are getting the full story here. As presented, yes you can of course create an alt, realize you made a mistake, and then delete them to re-create. You just can't do it literally, over... and over... and over... and over again.

might want to submit a ticket then. I delete 3 and have a new one the next day. I too take a lot of time creating my character . Seems I think its what I want , then get in game and its definitely not looking like I thought it would !! But I was here during the bots and spammers and limiting the creations to 3 is a small price to pay.. it was insane before this was implemented.
