Equipment choices, glyph choices, trait choices, and skill choices can overcome or negate any racial issues.

I am totally and completely against class change option by the way. Classes are defining aspects of your character and there are only four classes. Races are a little bit of added flavor (visual and 3 passive) and there are 10 options.

To me classes are nothing but a system that doesnt belong in a TES game to begin with.
And no people , doesnt even try giving the usual crap about how TES games got classes , they are nothing like ESO classes , picking a class shouldnt lock you out other skills.

Replayability is the answer here though. Without classes or with class changes there is no reason to ever play through the content again. I know someone out there is thinking I'm a hypocrite because technically re-rolling another Sorc for me with a different race is also adding replayability, but doing it all again for 3 passives is too much work. I'd much rather ZOS take my money now.
Char creation should mean something, but allowing people to buy with real money* for race change, it just takes away why we need to make alts and make the char creation meean loss. IMHO, I have ZOS NEVER EVER do this **** idea that the OP has.
If a player want to play another race, make an ALT also it goes against the reason why we are paying a sub fee in the 1st place.

Yes, so what is your point? It might be the same class, but the sub class can vary very differently -- magic vs melee based. Orcs can be good tanks dragon knights with their heavy armor bonus while an Altmer can be better if one want to use a destro staff and dragon knight tank.
That is why I am doing (in a way): I have a Khajiit, but with very different classes. I have 8 char slots and I am afraid to use them.

As you say, Race does not mean that much in the big picture unless one hard core min / max'er. Thus, there is no reason to lessen the value of a race and class if one can change it at will. Races, Classes, and faction chooses that are made during char creation should mean something and not be cheapen by allow any above to be changed at will with any type of coin (ingame or real money)
If one is a hard core min /max'er, can make alts to different races with the same class. They should not ruin races, classes or faction for the rest of the player based.
I so VERY VERY STRONGLY DISAGREE with the OP's POV. A player should never pay real money for a race and / or class change. Race and / or Class changes should NOT be allow at any time. That is what alts are for!
You wrote earlier that racial bonuses are minor and are "negated" by equipment. Therefore, you've already admitted that racial bonuses do not amount to a substantial advantage that is characteristic of pay-to-win. Chasing the Build Flavor of the Month.
Besides, if they offer this, then how long will it be before they just let people buy a VR14 Template with 150 skill points for $50? Or 200 points for $75? They already offer templates on the PTS server so this can easily be done in the game.
Class and Race, and quite frankly Mundus Stones*, should be set at Character Creation and is fixed for the life of the character. Otherwise, Character creation is trivialized. Why even spend anytime on it? Why even try to plan out a build? Just change it each month as one becomes the more favored way until they change the balance again.
*Mundus Stones are supposed to be the Sign you were born under and last I checked changing birthdays is impossible. I played Skyrim for about 3 months until I realized I could change the stone on my character. I never did, but it surprised me it was in the game.
