Why can't I kill cats?

There's many slinkin' about in towns and just outside. Lizards, chickens, pygmy guar, monkeys, and frogs all take an arrow to the knee (and until recently even dropped guts so I can fish in lakes!) I don't particularly like cats IRL, but I am not cruel to them. Would be nice to shoot a few in game though. I am sure some…
