Here you go. Might've missed that particular bonus, though. Desert Rose, right. I think those can actually be retrieved from the mystery armor containers that the vendors currently sell. Warning, they've a miniscule drop rate.

    What set is that?

The second, fourth and fifth screen shots in this thread have many (maybe even all) of the sets.

There are ten new sets, all are from the new vendor in PVP from the expert lock chest that has a 1 in 10 chance of the new sets.

The one I quoted was the "of the Desert Rose"
    (2) Adds 173 spell resistance
    (3) Adds 129 Max Heath
    (4) Adds 86 Max Magicka
    (5) Desert Rose, 12% of incoming damage gained as Magicka

The problem is the trait is normally crap (Exploration or Well-Fitted)
If you could change the trait (as a crafter) then they would not be as bad, as you can get a really good 'set' bonus but a bad trait.

I love weapon damage and I really liked Ravager, but it appears all of my class skills (Puncturing Sweep) scale better with spell damage than weapon damage. At 203 WP, my PS does 65 damage per tick, whereas my caster guildie (staff, cloth, the whole shebang) does 85 damage per tick with her's (even though her SP is the same as mine, and my WP is, of course, higher). These developers have made it impossible for me to play as I want to play competitively (to wit, anybody in anything but rags). I'm a pretty dumb, masochistic SOB, so I'm going to continue playing as I am until my sub expires. I'm gonna get Ravager, work that into my rotation, make something that should work swimmingly on paper, but doesn't because clothies with sticks can deal more damage with melee abilities than me, my swords, and my plate armor.

Sorry for ranting. Yeah, those sets are awesome. I can't wait to be able to buy them like AD and DC have been able to the past week.

How difficult is it to put one NPC back where it should have been in the first place? This should be a hotfix, not a patch note. And there's not even any maintenance today! What, are we supposed to wait until the proceeding Thursday, or whenever the next maintenance is so it can be segued in at leisure?

Yeah, we're now looking at a minimum of 17 days since the day this issue was first reported and the next possible fix. I guess all of the ZOS developers took their summer vacation at the same time this year or they have laid off many of them because they sure aren't cranking out content, patches or fixes.

To be fair, we should be looking at a semi-major content patch by month's end (Upper Craglorn; Cyrodiil update personally as of yet uncertain), but I can't help but be left totally nonplussed as to just why this hasn't been amended yet. It's an NPC, come on! Give the gear to another vendor while we wait!

Why are some people getting so excited over a missing NPC vendor with mostly nothing but junk in his inventory? Get excited over the real problems that ESO has or something.

    ADD. THE. NPC. ALREADY. SERIOUSLY!!!

It's Tuesday, normal day I would expect to wake up and see a patch for some little things, maybe the NPC I have been waiting 17 days for... NOPE!

Seriously just get it done @ZOS_BrianWheeler because this is a joke now. There are items in that vendor many EP members are waiting for, items that ONLY come from that vendor and we're the only faction (to my knowledge) that don't have it.

Im AD..but wow at the fact that this issue is still ongoing. All his gear is overpriced junk anyway for the most part though.
Force weapon swap to have priority over EVERYTHING. Close enough.
Make stamina builds even with magicka builds.
    Disable abilities while holding block.
Give us a REASON to do dungeons more than once.
Remove PVP AoE CAP. It is ruining Cyrodiil.
Fix/Remove Forward Camps. They are ruining Cyrodiil.
Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.

I created a VR14 DC character on the PTS and here are the sets the vendor sells.

    Blessing of the Potentates
    Crest of Cyrodiil
    Curse-Eating
    Grace of the Ancients
    Light of Cyrodiil
    Ravager
    Twin Sisters
    Vengeance Leech
    Ward of Cyrodiil
    Wrath of the Imperium

Everything for sale was VR13 (although it should have been VR14 to match my character) but that is another issue altogether.

Day 15 of the EU campaigns... the war continues to rage on, EP members are still low on good gear and supplies. They turn to the heavens and the constellation of ZOS with prayers and pleas for someone who could supply them VR12 PVP gear... the stars however continue to turn a blind eye while more and more EP leave for greater things.

Does the EU server exclusively going down for maintenance mean that they'll be getting their vendor but we on the NA server won't? Let us know if you guys get yours tomorrow. This'll be lulzy.

@CaptainSilverbrow we normally get our patches on the Friday morning for us and we get a clone of what ever the NA servers had before us.

Pretty sure we can say if you guy don't get it tomorrow, we wont get it either on Friday. I'm guess ZOS will just ignore the issue until the next point release (1.4) like they normally do with things that need fixing ASAP.

Did you happen to notice if there was purple jewelry better than V10?

The vendor sells jewelry for the sets that were the same level (VR13) as the other set pieces. I will double check this tonight but I am fairly certain the jewelry was max level as well.

It would be nice if PVP sets actually had useful traits I agree, TBH I just wanted access to the containers and the VR12 rings (if they're there).

Hopefully we see this next week, but I still can't believe it's going to be 21days to fix a single NPC.

I created an EP character on the PTS and Eyes-the-Path is visible and interactable there. Here are the VR13 jewelry pieces he sells (each one sells for 248K Alliance Points).

    Band of Cyrodiil's Light
    Locket of Cyrodiil's Crest
    Ravaging Band
    Ravaging Choker
    Ravaging Ring
    Ring of Cyrodiil's Light

The other vendor nearby (Bothus) has the existing VR10 jewelry for the other sets like Eagle Eye and Wrath of the Imperium.

Today's patch notes are correct and Eyes-the-Path is now present and open for business. He's a mute who doesn't speak his dialogue; but he will sell his wares and purchase any goods you wish to sell. I'm going to call it a win as it only took three weeks to push out a fix after I first reported this in-game on the first day 1.3.3 rolled out back on August 4.
