Well....not sure "hot" covers it, but the most compelling NPC for me, on many levels, is Captain Rana. Okay, so I have weakness for the Dunmer gals. They're not the *** elves you find in most games.
Character models are not the core strength of ESO but the collection of data points that comprise body language and facial expression is vast.
Still, they did a lot of work on Captain Rana making her the most believable and palpable character I've encountered. Firstly, she's nobody's sweetheart.
She embodies and manages to express a fine range of courage, emotion, vulnerability and, of course, arresting beauty.
Plus she's no cleavage queen. She wears armor that could actually protect you in battle. Her only exposed skin is her marvelous face and her hands.
You have the choice in the final battle of fighting alongside her or a Nord farmer. I don't know of anyone who chose the farmer.
And in her final scene, after you take down the opposing captain with her, she reveals that she "took a trophy" from her foe. She cut off his ***, making her MY FAVORITE NPC IN ESO

That's interesting, but i usually take the farmer (have done both), not because I like one or the other more but because she is a soldier and should be able to take care of herself or take responsibility for her station, the other guy is just a farmer, giving you some moral obligation to protect him. Having said that, the world would be a prettier place if everyone made ethical decisions based on beauty! Something to think about if you are ever in a position of responsibility, choose the hot one!
