Where does Baker's Flour come from?

I open every single container I come across, everywhere. I have yet to find Baker's Flour. Never, not once. I'm thinking it must come from somewhere other than containers (or hirelings; I have 3/3 in provisioning hireling, and have never been sent Baker's Flour). I tried the grocery vendor in Devon's watch, but no dice.…
