Where does Baker's Flour come from?

I open every single container I come across, everywhere. I have yet to find Baker's Flour. Never, not once. I'm thinking it must come from somewhere other than containers (or hirelings; I have 3/3 in provisioning hireling, and have never been sent Baker's Flour). I tried the grocery vendor in Devon's watch, but no dice. I've also scoured the Internet, and have found nothing about where to find it. It seems I'm the only ESO player who can't find it. Where the heck does it come from?

    I don't do provisioning, but some ingredients only come from NPC grocers. Guessing Baker's Flour is one of them?

    Oh nevermind, I see you have been checking grocers.

    I wonder if Milled Flour was a rename?

    Bakers Flour I get tonnes of from barrels, now Salt on the other hand...
    I'm sort of thinking each char that is made has certain items they will never get from drops, sort of like trying to create a market. I never get Salt hardly but others get tonnes of it.
    Being First is not the prize, it just mean's everyone can stab you in the back.

    As @AhPook_Is_Here says I think it is sold by certain grocers, another ingredient that I have only ever found at a grocers is Pinguis :)

    I think it comes from only VR level grocers of which there are only three - one in each alliance.

    I've submitted this as a bug report. So far as I can tell, there has never been a discussion on the Internet about Baker's Flour being hard to find. Yet, it's almost statistically impossible for me to have not found any by now if it is fact still in the game. I think perhaps it was inadvertently removed via a recent update.

    I've found bunches of it in VR1 (on a VR4 character) Auridon crates, barrels, and sacks. I think. Either that, or adventuring through non-VR Malabal Tor. It all ends up in my bank in the end, so I forget exactly where it all comes from.
    Hope is the first step on the road to disappointment.

    Baker's flour is a level 5 ingredient (makes VR1/Level 50 food) and was found in any 4th main area or above before the provisioning changes in drops for barrels/crates/etc. (in other words, anyplace above Eastmarch, Bangkorai, or the AD equivalent). I am not 100% sure, but with the change in the drop tables, it is possible that the level 5 mediums no longer drop, and must be bought from vendors. If you cannot find them in the areas mentioned (Coldharbour is a good one) then you must buy them from grocers. There is one in Coldharbour.

    Found it. Cicero's Food and General Goods, Hollow City, Coldharbour.

    I'm fine with an item being available from only a few vendors. I'm not fine with trying to find a needle in a haystack. Tamriel is a very, very big world, with tens of thousands of NPC's. The fact that it took me this long to find one ingredient is unnecessarily irritating. I don't see the point.

    That's weird. All I get are low level provisions ingredients from Auridon VR1. I got tons of bakers flour either in Cyrodiil delve barrels, Bankorai, or coldharbor. Enough to make over 100 fortified mud crab cakes

    Just search every container while you wander in Coldharbour, especially the bags and desks in the bank. I just started that area...primarily to keep my gear crafted for my level...and have a number of Baker's Flour. I also think I sometimes found it in Reaper's March (AD), so it is likely in the last faction zones, too.

    I get mine from the grocer in Coldharbor. She is in the mercantile building by the bank. I have had a few drop in barrels/crates in that zone but gave up looking. I have used skill points to give me 4 times the result so I port there, buy 25 and make 100 rolls.

    Baker's Flour is a rare drop from barrels and can also be brought in grocers

    in my game time, I have probably only found 50 Baker's Flour and thats saying alot when I example have 250 salt

    I'm the OP, and you know what's funny? In all my time in ESO up to that point, I had never once encountered Baker's Flour in a container. As I said a few posts later, I submitted a bug report. A few days after that I started finding Baker's Flour in containers on a pretty regular basis.

    I have no way of proving it, but it's my belief that Baker's Flour had inadvertently been removed as a container item, and then added back when I pointed out it was missing.

    Can you please specify where? I'm AD and been looking in Coldharbor, vStonefalls, vDeshaan and nothing in the VR zones and a paltry handful in Coldharbor Hollow City. I'm about to try Reapers March.

    I find baker's flour in dungeons mostly. But mostly i just find salt. I want motives. I haven't found a single one from early access 'till now.
