I disagree. Having used Xpadder in this game for awhile now, and playing Skyrim for 1000+ hours with a controller, I have been very happy with what Xpadder can do for this game.
Didn't vote because it largely depends on the game.
For several years, now, my PC gaming has been for MMOs and I've mostly played everything else on console. Normally, because MMOs then to have full 10 or 12 key hotbars, or multiples, plus you have to type messages to other players I would say keyboard, for sure.
But I'm not a fan of aswd+mouse toon control PLUS having to key hotbars. I'm convinced we have to do that (and are limited to 5 abilities plus 1 ultimate plus 1 pot) because this game was primarily designed for console. And I think it will play better with console controller. Movement and positioning in the fast paced combat we have here, at least.
So I didn't vote because I've only played with keyboard and after a few days of getting used to it I was fine. But I'm betting it's a lot smoother with a controller.
I'm curious what people who have tried both on pc have to say.

I just use my gamepad ( a wired Xbox360 clone) just for combat. I use a mini wireless keyboard (Sumvision Rio) for everything else. My configuration (xpadder) is as follows.
Left thumb - movement
Click - sneak toggle
Right thumb - mouse
Click - jump
Left trigger - right mouse
Right trigger - left mouse
Start - ability 1
X - ability 2
Y - ability 3
A - ability 4
B - ability 5
Dpad up - Quickslot item
Dpad down - weapon swap
Dpad left - synergy
Dpad right - ultimate
Back - map / journal (short / long press)
Left bumper Dodge roll / sprint (short / long press)
Right Bumper (Interact / Loot) (short / long press)
I use the Greymind Quickslot addon which allows the quick slot wheel items to be mapped to keys (I use F1 - F8). Once the item is selected using a function key it still has to be triggered using the Q key (Dpad up)

As you have already pointed out, mapping all the keyboard functions to a keypad results in a very complex button layout. So why bother?
I spend the majority of my playing time questing / fighting / moving. This is MUCH easier using a game pad. If I want to use my inventory / reassign abilities I find somewhere safe and use my keyboard. The make I mentioned in my previous post is intended for android devices, is very compact and has a trackball. Also, I do not sit at a desk, I play from my settee on a 30 inch TV.
