If this was intentional, there was no mention of it in the patch notes. If it was intentional and it was designed to prevent spamming Biting Jabs, that is another topic. Some are even saying that its working as intended now because of the animation. That is all well and good, but the problem is that you cannot use any skill following Biting Jabs well after the animation is complete. You just stand there spamming abilities trying to make something work while you get hit. it is a small delay, but it is large enough to matter in VR zones where every fraction of a second counts.
it feels clunky and sloppy. Hopefully this was an accident just like all the other issues with 1.1.2. Because if this was intentional, then that is bad news indeed. You just effectively made every Templar want to quit using the best tool in the shed.
