I would rather have Mounted Combat. Just slow the horse down to a normal speed during combat to prevent mounted archers from kiting too easily.

I agree with swimming, but probably have them keep the same speed as regular swimming.
Though on the concept of swimming in generally I'd actually like them to change it to using sprint while swimming makes you initiate water walking while consuming mana.

The point was that you asked if I've ever seen a horse swim with someone riding it like I'm stupid for thinking they can. Apparently you thought that it was invented in a game (horseback riding through water).
I voted yes because the past games allowed it and ESO is trying to cater to both the mmo and elder scrolls crowd and horses swimming are part of TES
