The thread you linked was for people who couldn't log in for a few hours during an unusual account system maintenance that was unrelated to the PTS issue.
The compensation is for people who were locked out for 10 days due to the PTS issue.
Were you locked out for those 10 days because you logged into the PTS the first day and still didn't get compensation?
