I don't think you know the meaning of hotfix. This is another example of Zenimax dragging their feet with something that needs to be fixed sooner rather than later.

It's entirely possible that the fix is something that could potentially break a number of other things, so they want to get some testing done before they push it to live.
That said, there comes a point where if the exploit becomes widespread enough, they are better off simply disabling the skill until the fix is ready.
This assumes Craglorn is still weeks out yet. If they don't have a window to squeeze this fix in, I feel the only reason is Craglorn is arriving this week. I get that might be an issue, but it's not like craglorn is coming out anytime soon, its already weeks behind what they said. They could hotfix this and have more than enough time to fix whatever issue arises from it since craglorn probably won't be out until the end of the month.
