Lets review some examples.
- Alinor. The crowing capital gleaming jewel city of the High Elves. In the lore, literally 10's of thousands of people would live here. One house to choose from.
- Wayrest. Regional capital, one of the largest cities in the Daggerfall Covenant. One house.
- Daggerfall city. The actual capital. One house.
I could go and list every single city in the game like this, it would be worth it because you get my point.
If you want to live in any of these places, you only have 1 choice... And if you don't like that choice, the layout, the style, or whatever other factor - you're out of luck. Like there's just plain flat out not enough variety. More options are needed.

My characters do. They each have their own house that fits their personality and any time they aren't online they are logged off in their own house.
I have also set up the small town apartments as cozy rooms they can stay over in when they are in that town doing business. And I have a few getaway estates where they can invite others to join them out in the country or on the beach for a relaxing vacation.
