What's really annoying about this is that the recruiters aren't even in line-of-sight of you when you go to the freerunner boards - they're actually >70m away and, in two cases, not on a direct path. Their individual trigger radius for their dialogue is simply way too large. Here's the one in Skywatch, for example - the star marks the location of the WW NPC:

The Khajiit seems to be a Vampire NPC if you look closely at his eyes. He also talks about thirst, while the lady talks about hunger.
I can definitely see how this would be irritating. All of the NPC locations are close enough to the board to be heard, but many of them aren't even within your line of sight

After all, is calling out to every random adventurer to join your pack/coven really a smart idea in the first place? Logically you’re running the risk of poor OPSEC and are likely to end up alerting the Vigilants of Stendarr to your location, and then they’ll come in to clear you out.

The most logical place for these guys to be is close to the vampire and werewolf shrines, out n the sticks and away from the cities. City guards would just run such creatures out of town - or kill them.
