I've tried a book from a bookshelf, tried notes in open world, books in open world, and even checked to see if I could find a Shalidor's book (but they despawn after you read them once), none of them register.

Dang. They really need to change that. I guess you'll just have to save it for next week and reroll. But I'm glad you brought attention to this. I hope they change it to read instead of discover

Some books (and things like posted notices and quest-related writings) don't count if it's not the first time reading them, but many do. I've done this task several times by visiting a library type house in Home Tours and browsing bookshelves until I find something that registers. Then I can spam the same book(s) over and over until I complete the task.

Hmmm ... I wonder if it has to be a Shalidor's book, in which case I'll pop to my library and see if that works. (I have a library with nearly every readable lorebook in the game, still missing a few from IA though).
Edit: Confirmed, it has to be a Shalidor's Library book, so you can read any that you buy from Mage vendors. Thanks, much appreciated!
Any one that every needs a library, look up my user name on Home Tours. Shalidor's shelves start to the left of the door.
Is there a particular PC NA player's house that has a large, readable library, accessible through Home Tours?
The lore books challenge counts any readable material found on any character you haven't read that particular book/page on yet. It can be anything, from random bookshelves in mages guilds to motifs and even jewelry surveys. It MUST be on a character that hasn't read that specific piece of writing yet though, that's the kicker.
Really easy way is to create a new "sacrifice" character, go to mages guilds or to a house with tons of those books, delete character, repeat next time the challenge comes up.
It doesn't have to be a book that character has never read before, but you can't use the Shalidor's Library or Edetic Memory menus either - you have to find an interactable bookshelf or book in the world or in a player house.
I'd have assumed that someone with enough OCD and dedication to write an addon to change which character got an achievement would have done the tome by now and it's just a matter of earning some pocket change at the end of the season (oh well... and of course OCD demanding that this week's chores are being done now, and not rerolled next week, right?)

Nope. I have 1 character, have only interest in having one character, and shouldn't need an alt to do anything.
(For some added context. For achievements, I levelled every other class to 50, deleted it, and then proceeded to write an addon, so as to put my character name on the achievement rather than leave it blank. OCD is a harsh mistress but there are ways around her lol)

Ok, so you found it acceptable to create a new character to get achievements and delete them when you were done.
Would you not find it acceptable to create a new character, skip the tutorial, go straight to your library house to read the books, and delete them right afterwards? After all, they're not even getting achievements then so you don't even need to deal with the achievements having the wrong name.
