Suggestion: New Werewolf passive that doesn't make being in werewolf form a crime

New passive for level 10 werewolf: "Good Dog": Being in werewolf form no longer generates heat or bounty however ability use still occurs a bounty. Can't use merchant NPCs.

New npc dioluges: Neutral, Sarcastic, Curious, Mean, and Positive.

Neutral: generally doesn't care about the werewolf enough to say anything negative, isnt shocked at a sudden werewolf in town. Seen worse.
Sarcastic: General Sarcastic lines and some taunts to werewolves.
Curious: Curious on werewolves and on you, although you can't talk to the npc
Mean: Definitely some lines that are depgeotory or intimidating lines on the werewolf.
Positive: Pro-werewolf Lines. Cheering, Positive lines and reactions.

Maybe some hilarious lines can be put in all of these.

Especially for the new werewolf in u50 with the timer pausing out of combat this would expand on it more.

What do you all think?

Yeah, sure. That’d help the people who hate the crime system whilst still letting us be immersed by not taking the passive.

I was around before they made werewolf a crime and it was really weird as a new player just… running around in Alinor as a werewolf as if that’s normal.

I'd find it a bit odd for the setting for people to have pro-Werewolf cheering in towns. I got the impression that most of them are not the very controlled and well-behaved creatures the players can be, so it would be a bit off-setting for me.

As a Necro main I also wouldn't want a passive for that either, and I've had situations where I ran into town with my ghost still up.

I mean you can blame manninarco for that.

However we allow, bears, banekins, clanfears, twilights, stormantronochs, and shades. Not including the sheer numbers of weird mounts and noncombat pets. Its fully understandable with vampires because of their close association with necromancers, but werewolves being a problem?

I mean, those shouldn't be allowed either? I'm not sure how a lot of those were excluded from the system when we have lore books suggesting they are crimes in some places.

Ideally the crime system would have systems that change based on the morals of the city you are in. But I'm sure that would be too much for some to remember so we have an all-or-nothing approach.

If due to the change in the WW ult not expiring when out of combat, if they did make changes for gameplay reasons then it is what it is. ESO is an a very odd place of being an MMO and an ES game but a lot of the direction has gone towards being less immersive. Not the biggest fan personally but I can always go towards single player RPGs for more immersion.

Ive always been on the fence about this one and also the Necro. I always thought it would be funnier if people just ran away in fear but it goes way better with the lore as things currently stand. The guards really are just trying to protect the citizenry. If they ever changed it to where we could actually beat the guards, maybe. Ive always wanted to tank them and commence a Guild robbery in an unsuspecting town😇 But it defies the justice system and I do see why that isn't currently a thing. Here is to hoping for expansions to that system in the future.

The dude you talk to when you get the quest from the CS literally tells you the hunger pretty much drives people crazy. Lore-wise it's been VERY firmly established that WWs and Vampires both are highly feared and hated and are generally KoS if you're capable or try to run if not. There's a whole reason there are groups like the Silver Hand and people who are "monster hunters" in general.

And it's not because of a Vampire having any associations with Necromancers either. It's because both Lycanthropy and Vampirism are curses that almost always turn people into either feral monsters that are shown time and again to have killed loved ones and strangers alike, or wind up making them into cruel people who use their power for their own gain. Yes, there ARE good Vampires and Werebeasts, House Ravenwatch is a good example. But they are the exception and not the norm, which is why they need to hide the fact that they're Vampires.

Lorewise people absolutely would NOT react to a random Were running through town with anything other than fear and/or hatred.
