Getting gifting enabled it's harder than trifecta vRG

Hello, people of Tamriel.
Exactly 1 year ago I asked for the first time to get my gifting enabled, because at the time I wanted to gift crates to a friend (bday), but mainly because being a pvp player, I do think that selling crowns for gold is a good way to avoid spending my limited time doing things that I do not enjoy that much.

So after 1 year, a year where I haven't stopped playing the game (never received the returning player thing), the support team didn't change.
Their answer (they still feel automated) and the whole gifting enabling procedure are still bad, and so, my application got rejected for probably the 20th time.

I'm almost 2900cp, I play PVE to farm PVP gear. I don't particularly enjoy PVE, so like many streamers, I do intend to get my gifting enabled to sell them for gold.

Zenimax needs to define a proper path for gifting, because being treated like this is definitely making me lose interest in the game.

btw in, this year, I played the game; there were weeks where I played less, but never abandoned the game, yet the support "closed" the ticket with a decline and no real reasons.
What can I do?

    No idea why it's so hard to get gifting enabled.
    I wanted to gift someone a DLC because they couldn't afford it, but apparently I'm not allowed to decide how to use the crowns I paid for with my money...

    Their system to evaluate accounts is flawed.
    Now I'm trying to get my ticket reviewed by an actual human, but things haven't changed much since the last time I asked.
    Answers still feel copy-pasted without any actual looking into the problem or straight up AI.

    It's unacceptable that after 1 year of me continuously asking (and playing the game regularly), I still can't get my gifting enabled.
    Either I'm shadow-banned or something.

    Customer support is lacking again...

    Can I get a response, or will I waste another week of discounted crowns?
