If your group or alliance is unable to secure and return contested scrolls, there are other reasons for that that have nothing to do with the game design.

It will not make it easier to get scrolls. What will change most is the stupid farming with the scrolls by players that know the game can't handle it. 30 min run time instead of 60 min would solve a lot of hasle. Scrolls need to be run directly and can still be stopped. The reset after 30 min makes sense. Fighting for 5 min after dropping is also long enough and is meant to stop the scroll and will reset it.
The current scroll conditions are not clever enough and lead to problems.
Still waiting for a video of one of your scroll runs for context of your point. The current scroll mechanics are good for a 3 faction system. If you want to try and prove otherwise you need a better argument than just 'Because I think so'.

Placing a scroll is not a video of scroll run, but looking at this it appears to be on blackreach which is a known low population campaign. You can also tell this by the fact that there is barely any activity on the map based on your CyroHud.

I agree the video of a placing a scroll is showing that it was after running 9 min. The causality of a higher population dispite which campaign does not matter as in the current state the same arguments can be used.
The reduction of useless farming with scrolls by 30 minutes in combination with abolishing stealing in the field will be a game changer as a punishment would be more in place. ZoS consider a justification.

Population is completely relevant, anyone can speed run a scroll on a dead campaign.
Your idea is just completely flawed.
Another example is - lets say as a faction you siege the keep with 50 other people whilst 5 people are defending against you. Yet a sneaky player from the 3rd faction makes it inside the keep and picks up the scroll before your 50 players can, now you can't pick up that scroll once you kill that player and it will respawn at a further away keep because it will reset.
Doesn't seem like great design to me.
That player will not be popular, and because of that it will also not happen very often.

Also, your entire proposal is inspired by preventing certain parties from using the scroll to farm instead of letting you run it home and complete your quest. Yet you dismiss the possibility of people ruining your scroll run in 'your' system with the notion that people wouldn't do it because it would make them unpopular. ???
