It could be any number of causes from a electrical surge to a bug in the control software - Note: This is in the building housing the datacenter, which appears to be something ZOS rent, rather than own.

At the time of my writing this it's 7:58 am EST. They said their current plan is to open at 10 a.m. So, close to that time would be my guess as to when to expect a new update

Maybe, Microsoft should stop being penny pincher.
Also, I have zero knowledge about computing systems but; I have heard Linux servers (CentOS) are better than Windows ones, maybe Microsoft should stop forcing ZeniMax to use Windows based servers (if it does).

ESO's servers have been running many, many years before Microsoft entered the picture. So Microsoft had zero say in the selection of a datacenter or in the selection of servers. The invocation of their name is completely irrelevant here.
(Plus, Microsoft itself actually uses a lot of Linux, too. E.g., WSL in the client space or Azure offering Linux options in the server space.)
