You're right it's not fun but as long as tons of people keep playing it, why should ZOS change their terrible FOMO RNG? The metrics for this type of RNG must look very successful and that's all that matters to a business.

Edited to add: I’m still traumatized from the random weapon motifs during the anniversary event. I’m not sure I’ll ever get over that. I’ve played since beta and have had many wonderful experiences playing ESO, but the anniversary event will go down in history as my all time worst memory.
A matching collectible bust furnishing can sometimes be acquired from looting Lord Hollowjack.

Everyone I know, we'd all group up and only 1 person would grab quest. After we killed HJ, then the next person in line would grab the quest (people who got the bust pushed to the front of the line), and we'd do it all over again. Rinse, repeat. When everybody used up their quest, we'd switch toons and do it again. Every guildmate I know had the bust within day 2 or 3 doing this.

Warning us that something may be an extremely rare drop doesn't mean it's ok to make it an extremely rare drop, especially when it's a item that can only be acquired for a limited time.
I agree with @Elvenheart that the Anniversary event replicas grind was by far the worst experience I had in 10 years. That is not how to celebrate a milestone anniversary and had a very negative effect on the players.
I know someone whose logic is always "but if you don't farm it, you'll be upset you didn't get it once it's gone", and no.... no, I won't actually. I have way better things to do with my time and nothing is that special. I thought maybe I saw that some of the Anniversary patterns are coming back now (I could be wrong) but I agree that these were the absolutely worst out of anything I've ever seen in ESO because at the time it was not clear they would return.

Is it really a success if you get a lot of people to grind something that may never drop and they end up feeling burnt out and like they had their time wasted for no reward? I know I stopped putting in most of my time and money into this game after seeing so many of my friends and guildmates burned by random BoP time-limited drops in the Anniversary event. The choice to keep implementing the same mechanic after that speaks volumes, to me.

If people want it that bad then something was done right.
I prefer to play my game rather than let the game play me. I do not care for the hype of something if there is something I prefer not to do or it takes away from my overall enjoyment. It comes down to a choice when it does not effect actual gameplay.
Oh, I also think it is nice when something is somewhat rare. Some people have a striped tiger mount. I have been told it was offered once and will never be offered again. I do not, but I think it is a fantastic mount and should be unique for those with it.
