After Alt-Tabbing (fullscreen mode) the game did not adjust its depth of field. Numerous other issues when switching back and forth between windows. Ranging from issues with DXGI errors and crashes, to resolution scaling issues, to this new depth of field issue I ran into.

As a general rule: If you have the "screen goes blurry" problem, 99% of the time, it means that the map UI encountered an error (since opening the map blurs your screen and then overlays the map on top, but if the map encountered an error, it'll just blur your screen and not open the map). And if the map UI encountered an error, it is almost always an addon problem.
And the fact that reloading your UI fixed this issue is another checkmark in the "blame addons" column.
tl;dr: "screen goes blurry" means "go find and disable a misbehaving addon".

Could the clear areas be where one or more addons display something on the screen, such as a minimap in the upper right corner or something like that?
If you're using addons, trying to determine which one is doing this, and then letting the addon's author know about it, will help them resolve any issues between their addon and any recent changes that might have been made in the game's code.
