The hair style is Seafarer's Crowning Trim. It's available from the Nightfall crates, which will be due a return fairly soon I should think (well early autumn will be their two year mark since last having returned).

I think this is the first time I've seen a hair color on that hair that still looks light! Usually it darkens it so substantially!

She's definitely distinct from the line of thinking that The Beautiful are based on, in that she wants to go completley beyond aldmeri conceptions of reality and reach into the padomaic, whereas The Beautiful are still very Aldmeri but see the aristocracy as a block between reversion into the divine state.
So she's pretty antithetical to the altmer conception of reality and totally negates it, which is why she calls herself The Apraxic - she's entangled in negation of Praxis, which in many ways emblemizes Aldmeri-ism and their, to her, false understanding of nature
