The hair style is Seafarer's Crowning Trim. It's available from the Nightfall crates, which will be due a return fairly soon I should think (well early autumn will be their two year mark since last having returned).

I think this is the first time I've seen a hair color on that hair that still looks light! Usually it darkens it so substantially!

I think it might be to do with the fact that this character has quite a dark skin tone. My other dark elf has a much lighter skin tone but with the same color of hair and it does look darker on her, more grey than white. The Wavy Triple Braided Updo (the poodle hairstyle) does much the same.

Runic Seabrume skin
Azure eyes
Daedric antlers

Could use a better belt, but there's very few belts that fit this outfit high enough to not look silly with the jacket.

@barney2525 That's just Fargrave Guardian light chest. Obtained by doing daily world bosses quests in Fargrave.
