Cooldowns go in the completely opposite direction of the games design, resource management is the cooldowns for this game. The bash problem is solved by reducing the base damage by 1/2 to 3/4.
I think it's funny that you think managing a rotation because there are cooldowns ISN'T resource management.

It must be incredibly easy to make you laugh then. Magicka/Stamina are resources, how much you have determines how many times you can use abilities, which means you can choose to hit one ability over and over if you want and blow through you resource pool or switch up which pool you use from or even just use cost free abilities. Cooldowns mean you can only use an ability once and then you have to wait for it to come off of cooldown, you can roll your face over your keyboard and hit all of your skills if you want and you'll do fine since you can only use abilities as often as the devs have seen fit to allow.
