This idea is inspired by two things: Master Crafting Stations and Guild Wars 2's legendary equipment, and intended to fix the problem of players wanting to hold onto dozens of set items and apparently not considering the sticker book a good way of doing that.
What if you could get gear pieces which work like the Master Crafting Stations: you feed set items of the same type into them and then you can select any of those sets and the items functions as that set piece.
So you get your Master Sword (ok that one would need a different name) or Master Axe or Master Helm or whatever, and at first it's just a generic gold tier item. Then you combine it with a Willow's Path Sword and a Green Pact Sword and a Necropotence Sword and then you can select any of those sets and the sword will become that set item. But you can only choose those sets until you obtain others and combine them as well. Eventually you could have a sword that can be any set in the game. Same for all the other items. Get a full set and you've got every set piece available to use, but only need to hold 1 of each item.
You would still need to obtain the relevant set item first, because you have to have one to combine with the Master item. This does not bypass that requirement and allow people to get sets they haven't earned. And like the Master Crafting Stations (and GW2 legendaries) the template items could be locked behind some base requirements and appropriately expensive and/or time-consuming to get.
That would give players who want them a long-term goal, and a solution to wanting to store dozens of set items just in case they become useful in future.
