    The ONLY situation I could see this being implemted in would be having one of the IC MQ active giving you the "truce" flag, while tagged as having truce the following things happen
    - you can not pick up any daily quests
    - you can not turn in any daily quests
    - you can not earn any telvar by any means
    - you can not attack other players
    - you can not be attacked by other players
    - you can not heal, buff or otherwise support allied players

    as for why IC is deserted most of the time is simply bad design, as the only unique resource it offers is telvar stones which you eaither have barely any of as you are a grinder thus the rewards are mostly out of reach and you end up dead 95% of the time losing half your stones, eventally getting tired of being deleted and just give up on IC
    or you have several several million of as you are a ganker who sneaks around and stab people in the butt to steal 50% of their stones and thus have nothing left to buy, combine that with your targets getting less and less common and you to eventally give up on IC

    For those of you who go "but back in my day before the flags IC was a non-stop murderfest of super pvp" or whatever, it is worth remembering that back in those days IC was also the only soruce of certain rank crafting mats via deconning, thus there was a unique incentive, that was removed in the same patch that added the flags thus outside of telvar there was no reason to go to IC, and that has the above issues.

    Persuade/employ someone to be your bodyguard. I figure 500k gold/hour would be quite persuasive, but you might find people willing to do it for 250k/hour, or less. I think it should be no win-no fee though, just to give the buyer some assurance.

    Imperial City is semi-desert of players.

    No thank you. You are asking to totally change the design of IC so you can PvE there. How would you feel about a PvP option for every other zone in the game? You know there are only 2 PvP zones in the entire game, right?

    It is currently an abandoned area, ruled by a few veteran players who set themselves up as the lords of the districts.

    PVP is made to be played by a lot of people and this doesn't currently happen in Imperial City.

    Something will have to be done to fill them with new players.

    If there is nobody in IC, then who's doing all the killing? I don't have any problem finding other players when I go to IC.

    You don't -have- to do everything in the game.

    Personally I'd like it if they made it so I can get all gear (including trial/dungeon), dyes, styles, achievs from non-PVE sources.
    Give players the ability to choose to get everything through PvP or PvPvE.
    I don't ask for that because it might hurt other areas in the game. Things other people like.
    ESO isn't a solo Skyrim race to achieve everything, and then end the game.
    It is a game populated with other people.
    ESO is the house we have to live in. Together.
    Different likes, different dislikes.
    Do the things you like. Try the things you don't know about.
    If you don't like it, don't do it. You aren't required to do everything.

    I didn't come here for the PvE or "Skyrim with friends",
    I came here because Cyrodiil resembles Frontiers
    and
    Imperial City/Sewers resembles Darkness Falls.
    And yes I spent an ungodly number of hours hunting other stealth classes in Darkness Falls, as well as doing the PvE in there.
    And doing the same on non-stealth classes.
    Dark Age of Camelot was, in my opinion, one of the best games created and the best RvR/PvP game.
    Three factions, 40+ classes, 25 races, 12+ World PvPvE zones, too many to count PvE only zones..
    Matt Firor was a producer there and he recreated some of their best PvPvE ideas here.
    PvPvE was not an afterthought in ESO, it was designed into the game from the beginning.
    Cyrodiil - PvPvE,
    Imperial City - added later PvPvE
    Battlegrounds - added later Pvp with goals.
    How many PvE zones are there in ESO again?

    Now I must be going, please excuse me I feel like doing some fishing. In Cyrodiil.

    I find it interesting that multiple people keep saying “There’s nothing in IC but gankers”, when I see DKs, Sorcs, Wardens, and Templars all over the place with the occasional Arcanist (Necros are so rare, they might as well be shiny, but that’s an issue for a different discussion). Frankly, I’ve had more straight up face-to-face fights in IC than in Cyro.

    This. There are always gankers in IC, but there's always gankers in Cyrodiil too. If you don't wanna get ganked on the door, slot flare and throw it down before stepping through.

    i gotta go to some place called: the depths of hell to get the PvP gear i want...

    it's in a dlc dungeon - so, it ain't like i can just show up with isobel and start kicking ass and collecting loot...

    i have to learn to tank the place (preferred role - at least i'll never die first, second or third in the group), plus it's fun when you get the proper mechanics right...

    sooooooo much pressure to do your job right in those tougher dungeons...unless you get lucky and get one or two folks familiar with the place...

    just run through it 4 or 5 times when it's on the daily quest list...hope you get the gear you need...bring coin and trade items to hopefully hasten the task...i've done some dungeons 10 to 12 times trying to get the right gear...coin, trade and doing your role helps to make the farming faster...

    there's a lot of reading in store for the "adventure" - (as always, thank you @xynode :) ) and at some point at least 2 or 3 different vids...4 bosses and some final nightmare situation - literally i believe in this case...

    so yes - be brave and travel forth in to the districts and sewers of the imperial city...

    if you're newer to IC, maybe ask in zone chat if anyone needs help up top or in the sewers...

    always better to offer help, than to ask for it...

    There is only one bandaid fix that would draw people into Imperial City but the backlash from it could very well lead to the death of the game, and that would be adding in a critical resource that can only be obtained within imperial city and is not lost upon death, like how it was with the Colossus/Corundum/Rubudite ingots back in the day, but as stated, backlash problems from that.

    ZOS does have a solution for you if you don't like losing 50% of your Tel Var.

    "For those who want to avoid any risk, we've added quests, including repeatable ones, in the Imperial City that will reward you with a Tel Var Stone box. Unlike with Tel Var Stones you get by killing monsters and enemy-alliance player characters, you won't lose these boxes if your character is slain. You can take these boxes to your home base, open them in safety, and deposit all the Tel Var Stones inside straight into your bank. Doing so will prevent these stones from increasing your multiplier, but it keeps them safe. Or you just open them right where you got them … deciding if the risk is worth it is up to you!"

    If you don't enjoy Imperial City or think it's too unpleasant or time-intensive to make the rewards worth it to you, there's no shame in skipping the handful of Tel Var-exclusive rewards.

    howdy @notyuu ...you know - one of the greatest things about discourse is the opportunity to experience the lives of others...kind of like when you read stories...

    you get the chance to see things from the perspective of others...

    i would simply say to you:
    1). everyone has their own fears and pain points
    2). the most valuable commodity in life = time...it's the only thing you'll ever truly "own", even then - you only get a sliver of it for indulgent behavior

    i was on the phone with a friend telling her about the depths of malatar...pvp set inside called scavenging demise...one of the very few pet proc sets that actually can do some damage in cyrodiil...

    anyways, told her i would need about a month to prep myself to go in there...do research, warm up in other group dungeons...i described it as an "elite" dungeon setting: 4 bosses and a final really hard boss...bunch of mechanics for each to learn...

    i can not adequately express the terror and embarrassment i have regarding dying as the tank...you die as the tank with a one shot boss - very good chance the whole group drops...thankfully though - pvp has taught me to adapt to some crazy combat situations...

    as far as IC, group up/go stealth/go full tank - do something - adapt...what is that one tool tip you get onscreen when you die:

    go get better and come back to fight later...

    Imperial City and Cyrodiil - don't expect quarter to be given, where none is required...

    IC is where you will find some of the best pvpers in the game - at least that has been my experience since i first set foot in...

    heck - i didn't have to worry about other players killing me at first - the flipping npcs used to kill me all the time...seriously, it was torture on my squishy nightblade, i ghosted my way through with my first toon...

    there's this one district quest where you have to defeat this daedric titan inside of a fairly confined temple...and the thing shoots blasts of cold-fire at you...

    it took me a few years to solo that monster...

    i've fought with enemies against the titan many many times...there have been a few times though, where for no reason someone else will start attacking me - while i'm in a room trying to fight a freaking cold-fire breathing fake dragon...

    i usually take that kind of stuff personal, i just won't focus any quests for a while...just fight...

    having said that - stand your ground...hold block...use your emotes...run...

    fight if you have to...there's a ton of objects in the combat area of the districts...use line of sight - a lot...there's another ton of npcs in IC, try to get whoever attacks you to aggro the npcs around you...

    i dump my tel var every few thousands or so...sometimes less if i know i'm jumping into the districts while they're under control by other alliances...sometimes it's fun to go just to fight...

    number one rule - expect to fight, try to get out of it if you want - but - please, try not to be one of those folks who just start firing away at other players - because you're scared...

    and like starting shooting you on sight...i've seen that behavior a lot...

    just like dungeon crawling - gear up, learn your role, and do your best...don't let fear get in the way of fun...

    They take you out of the sewer/city and put you back home.

    It's a way to avoid running back to the door and getting ganked while carrying tel var.

    This again. There are two PVP zones in the game with countless PVE zones. Leave them be.
