You may want to delete this thread pretty quickly and just send in a ticket. Posting player names, spammers or not, is against the ToS under the Name and Shame. Not sure how extreme they will get, but they will at least send you an angry message.

Hey there, @tordr86b16_ESO. If you find a spammer in-game, be sure to report them using the Report function. You can do this by right-clicking on their name and selecting "Report Player." This is the more efficient way for us to investigate. Thank you for your understanding!
Can you put in a suggestion that we have the option to put those that are spamming us in-game on the ignore/block list when we are in our in-game mail? This would be extremely helpful. There is currently no option to do this. Only to report the player.
